. Born in the city of Vologda, a merchant family. Secondary education in the Moscow School of Agriculture. Higher - at the Agronomy Faculty of the Moscow Agricultural Institute (in 1901). During 1902 he lectured at the Faculty of Engineering of the Institute.

From December 1902 to January 1904 he worked as a chief superintendent of Tambov and Saratov estates Rusinov.

On 1 January 1904 he was appointed an agronomist of the 1st category of Trans-Baikal Cossack troops and the city of Chita. He took an active part in local public life. So, he was a board member of the Chita Department of the Amur branch of the Imperial Geographical Society and Trans-Baikal Agricultural Society, vice-chairman of the society of popular lectures, which was also the secretary.

Actively participated in the revolutionary movement of 1905 - 1907 years. He was sentenced to 2-m months for military activity in the Council of the Chita garrison (in addition, 2 months in pre-trial detention).

Elected elector for the election of deputies of the State Duma II. October 25, 1912 at the provincial electoral assembly was elected to the State Duma III of the Trans-Baikal region. October 25, 1912 was elected to the State Duma of the IV of the Trans-Baikal region. He served as chairman of the parliamentary group of the Siberian.

In 1920 he emigrated to Fr. antsiyu in Paris. In 1924 he was a member of the temporary board of the Siberian national groups in Paris, the closest assistant PN Miliukov in exile.
