Born October 31, 1936 in Moscow. Father - Hariton Popov Gavriilovich (rod. 1910). Mother - Popov (Nikolayev) Theodore G. (rod. 1912). Son - Chariton Gavriilovich Popov (born in 1968.). Son - Vasily Popov Gavriilovich (born in 1970.).

In 1959 he graduated from the Economics Faculty of Moscow State University. MV Lomonosov Moscow State University on a specialty "economist, lecturer of political economy."

From 1971 to 1988 he was head of the Department of Management Faculty of Economics of Moscow State University, from 1978 to 1980 was dean of the Economics Faculty of Moscow State University. From 1988 to 1991 he held the position of editor in chief

"Problems of Economics".

In 1989 he became deputy of the USSR, co-chairman of the Interregional Deputy Group (until 1991). From 1990 to 1991 he was chairman of the Council of People`s Deputies in Moscow, and in 1991 he was appointed mayor of Moscow and served in that capacity until 1992.

Between 1992 and is currently president of the International University in Moscow.
