In 1970 he graduated from the Riga Polytechnic Institute (EPI), in 1978 - Academy of Social Sciences under the CPSU Central Committee. Since 1959, he worked at the farm "Nikratse" Skrunda district of the Latvian SSR, the Institute "Latgiproselstroy" and fir. 1969 - Secretary of the Komsomol committee of the FIR, then First Secretary of the Kirov city committee of the Leninist Communist Youth Union of Latvia (LKSML) in Riga. Since 1974 - Head of the Department, then the first secretary of the Kirov district committee of the Communist Party of Latvia (CPL) in Riga. Since 1982 - secretary of Riga City Committee of the CPL. Since 1984 - head of the department of administrative bodies of the Central Committee of the CPL. Since 1985 - Secretary of the Central Committee of the CPL on ideology. In 1988 he was appointed Chairman of the Presidium of the Supreme Soviet of the Latvian SSR. In 1988, supported by the Popular Front of Latvia, later, speaking for the republic`s independence from the Soviet Union.

Since the restoration of Latvia`s independence in 1991 and until the election of President Guntis Ulmanis in 1993, was the nominal head of state. "Latvia`s Way" became one of the founders of the party in 1993. He was a deputy of the fifth and seventh Diet of Latvia from this party. In 1993-1995 - Chairman of the Saeima. From 1996 to 2002 he was Minister of the Environment and Regional Development of the B3`s Government, Minister of Posts in 2 governments and briefly Minister of Economy. He headed the Latvian delegation to the Latvian-Russian intergovernmental commission. In 1999 he was nominated for the presidency.
Since 2003 - Chairman of the SJSC "Latvijas valsts boundaries" ( "Latvian State Forests").
He was awarded the Order of the Three Stars (2005) and the medal party of barricades of 1991.
He is married and has a son.
