From April 1991 to 1994 - Secretary of the CPC Shanghai Municipal Committee. In March 1995, approved by the Deputy Prime Minister of the State Council. At the age of 53 years he became one of the youngest vice-premiers. In November 2002 he was elected to the Standing Committee of the Political Bureau of the CPC Central Committee, which consists of 9 members. It is believed that he personally pushed Jiang Zemin. Wu worked under the former President of China is still in Shanghai.
