Born January 17, 1939 in the city of Zaporozhye, Ukrainian.

He graduated from the Physico-Technical Faculty of the Dnipropetrovsk University (1962), a mechanical engineer in the specialty "flying machine".

In 1962-1977 he worked at CB "South" (Dnepropetrovsk), a direct participant in the development of strategic missile systems and spacecraft series "Cosmos".

In 1977-1990 he worked in the Central Committee of the Communist Party of Ukraine, since 1980 - Head of the Sector-missile technology and aeronautical engineering. He took part in the organization and coordination of all programs of rocket-space and aviation technology in Ukraine.

Since 1990 - Head of the Subdivision defensive complex, communications and engineering of the Cabinet of Ministers of Ukraine.

Since 1992 - Director General of the National Space Agency of Ukraine. Head of development and a direct participant in the creation and implementation of the first National Space Program of Ukraine (1992-1994 gg.). Member of the International Academy of Astronautics.

Since August 1994 - Secretary of the National Security Council under the President of Ukraine, since October 1994 - Advisor to the President of Ukraine on national security issues.

From August 1996 to November 1999 - Secretary of the National Security and Defense Council of Ukraine. One of the authors of the Concept of National Security and Defense of Ukraine, the State program of construction and development of the Armed Forces of Ukraine and other leading strategy documents the construction and development of the state.

From November 1999 - Advisor to the President of Ukraine. From July 2000 to December 2002 - Head of the State Commission on military-industrial complex of Ukraine. Director and member of the State program of development of weapons and military equipment and the Concept of the restructuring of the defense-industrial complex of Ukraine. From December 2002 Assistant of President for National Security Affairs.

Created by Presidential Decree, respectively (January 2003) National Center for Euro-Atlantic integration of Ukraine, which is headed by the work on a voluntary basis.

From March 2003 to January 2005 - Deputy Chairman of the State Commission for the reform and development of the Armed Forces of Ukraine, a direct participant in the development of strategic defense bulletin of Ukraine for the period up to 2015, the Military Doctrine of Ukraine (June, 200 4g.) By November 1999 he headed the State interdepartmental commission on cooperation with NATO, was co-chair of the Consultative Committee of the Presidents of Ukraine and Poland, co-chairman of the secretariat of the Commission Kuchma - Gore; in 2000-2001 he headed the Interdepartmental Commission on the settlement of the political conflict in the Transnistrian region of the Republic of Moldova; from November 2000 to December 2002 he was deputy chairman of the Government Committee on Defense, the military-industrial complex, and law enforcement.

He was the first chief editor of the scientific journal "Strategic Panorama".

Distinctions and Awards

Laureate of the State Prize of Ukraine in the sphere of science and technology (2002), winner of the USSR State Prize in Science and Technology (1990), winner of the National Academy of Sciences of Ukraine. Yangelya MK (1988).
