The son of a priest of the Diocese of Lithuania, the younger brother of a prominent scientist and public figure PA Kulakovskogo. Kulakovskii was honorary and active member of a number of scientific societies. He participated in almost all the archaeological congresses in 1884-1908, was present at the Rome International Congress of Historical Sciences (1903), historians of the Congress of Berlin (1909), on the 100 th anniversary of the Berlin University Press as a representative of the Kiev University (1910) , IV International Congress of historians in Leiden (1912).
