Oscar Akramovich Kaybishev born in a Tatar family in 1939 in Moscow.

In 1962 Kaybishev graduated from Moscow Institute of Steel and Alloys. Since 1962 he worked at the Ufa Engine Plant. In 1967 he defended his thesis. Since that time he worked at the Ufa Aviation Institute. Since 1969 he worked as head of the department at the same institute. In 1974 he defended his doctoral dissertation. C 1987 he was director of the Institute of metal superplasticity problems USSR Academy of Sciences (the Academy of Sciences of the Russian Federation). In 1991 - 1994 he was President of the Academy of Sciences of Bashkortostan.

Kaybishev is a specialist in the field of physics of strength and plasticity, structural materials, technology issues shaping materials. The studies established the universality of the phenomenon of superplastic flow dlyalyubyh commercial alloys, including intermetallic compounds and ceramics, and developed the physical theory of superplasticity.

In January 2005, the FSB Department for the Republic of Bashkortostan Kaibyshev filed charges of transfer of dual-use technologies in South Korea. Since that time, he was dismissed from his post director of the Research Institute. August 9, 2006, the Supreme Court of the Republic of Bashkortostan prinal him guilty and sentenced him to 6 years of imprisonment and 3 months to deprivation of the right to occupy executive positions and to a fine of 3.518 million rubles in favor of the Institute of problems of superplasticity of metals
