He was the initiator and participant of the parliamentary commission on investigation of causes and circumstances of the crisis in the Chechen Republic. In 1996 he became head of the department of the Ministry on affairs of nationalities in Russia. The scope of the department was responsible for the Cossacks problems of socio-economic situation in the North Caucasus, the rehabilitation of repressed peoples.

He is married and has five sons.
