In 1938 he graduated from the Leningrad Industrial Institute "power plants." He worked in the Kola power system automation engineer.
In 1946-1951 - assistant at the Leningrad Institute of Aviation.
In 1951-1961 - Head of the Department of Energy of the Leningrad Technological Institute of Food Industry.
Since 1961 - in the Institute of Electrical Engineering, in 1973 he became director of the institute.
He was elected chairman of the Presidium of the Leningrad Scientific Center of the USSR Academy of Sciences and a member of the Presidium of the USSR Academy of Sciences (1983-1989).
He was honorary president of the St. Petersburg Academy of Engineering, adviser of the RAS Presidium, President of St. Peterbugskogo Union of scientific and engineering societies.
Twice (in 1979 and 1984) was elected deputy of the Supreme Soviet of the USSR, he was the chairman of the Standing Committee on Science and Technology Council of the Union of the Supreme Soviet of the USSR.
Author of fundamental works and inventions in the field of Electrophysics, power and electrical engineering, superconducting electrical machines, electrical equipment installations fusion.

January 4, 2002, when Igor Glebov, receiving a pension, was returning home, he was attacked by three unidentified men. They beat scientist and took all his money. After a while Glebova found passers-by. It urgently transported to the Institute of Neurosurgery, but head injuries were incompatible with life. A week after the attack, Igor Glebov died before they reach ten days before his 88th birthday.
He was buried on January 16 in his hometown.
