Born in the family of a teacher. He graduated from the Budapest University (1909) with a degree of Doctor of Philosophy.
In the years of study at the University of Budapest seriously studied the works of Marxist theoreticians, participated in the Social Democratic movement in Austria-Hungary and Germany, since 1906 was a member of the Hungarian Social Democratic Party, it belonged to the left wing. He collaborated in the theoretical social-democratic press organs; an active discussion with the ideologist of Austro-Marxism of Otto Bauer about inflation in Austria-Hungary. Before the First World War while supporting a centrist position in the environment of European social democracy, focusing on the works of Karl Kautsky; in 1914 he condemned it as opportunist and stood on the anti-war position of Lenin and Luxemburg.
He participated in the bourgeois-democratic and socialist revolution in Hungary. After the establishment of Soviet power in the country in 1919 - People`s Commissar of Finance, and then the chairman of the Supreme Council of National Economy of the Hungarian Soviet Republic. After her defeat of the troops of Admiral Miklos Horthy he emigrated first to Austria and then - the Soviet Union. In 1920 he joined the Communist Party. From the first years of the Communist International (Comintern) was one of its active members. He met and corresponded with Lenin, was a delegate to the 4, 5, 6 th Congress of the Comintern party plenums of its Executive Committee, which made reports and speeches. In 1922-1927 also worked in the sales office at the Soviet Embassy in Berlin.

Successfully combines research and organizational work in the Academy of Sciences of the USSR: he was a member of the Presidium of the USSR, the chief editor of "World Economy and World Politics" magazine, "The conjuncture of the world economy" and "Problems of China`s policy." Eugene Varga, along with Nikolai Kondratieff, Nikolai Bukharin and Evgeny Preobrazhensky, is one of the first Soviet economists of the world-famous name. In 1946, analyzing the success of Keynesian policies in overcoming the results of the "Great Depression" in his work "The changes in the capitalist economy after the Second World War" raised the temporary easing contradictions of the capitalist system problem with the help of state intervention in the economy (state monopoly capitalism). As a result, in 1947 the activity of Academician Varga and its institutions has been heavily criticized in the party press ( "Bolshevik" magazine). His leadership has been accused of ideological mistakes and wrong personnel policy (in the framework of the outbreak of the "struggle against cosmopolitanism").
