In 1989-1991 - Deputy of the USSR, the 1st Secretary of the Leningrad Regional Committee of the CPSU.
Father - Benjamin A. - invalid (lost an arm at the front), worked in the State Bank. Mother - Maria Alexandrovna - arrived in Kuibyshev of the Vyatka province, worked in the prosecutor`s office; her brother - Peter Smirnov - a senior military figure, was arrested in 1938.
He graduated from the Kuibyshev Industrial Institute "explosives, ammunition" (1955), postgraduate Leningrad Technological Institute. Leningrad City Council (1962).
Corresponding Member of the Russian Academy of Sciences (USSR Academy of Sciences in 1981), Doctor of Chemistry (1966), Professor (1967). Author of over 450 scientific publications and 370 inventions. Key research areas - technical chemistry of high-energy compounds, nitro compounds chemistry. In 1981-19 .. - chief editor of the "Journal of General Chemistry."

In 1986, during the liquidation of the consequences of the Chernobyl tragedy visited the place as a specialist, advised members of the union of the governmental commission on liquidation of consequences of the Chernobyl accident.
Since the late 1990s, he worked in Moscow: President FPG "Interkhimprom".
In 1989-1991 - Deputy of the USSR, Chairman of the Credentials Committee. He was elected unopposed (scored about 55% of the votes). It turned out to be the only one running for 6 members of the bureau of the Leningrad Regional Committee of the CPSU, who managed to win in this election.
In 1989-1991 - 1 st Secretary of the Leningrad Regional Party Committee (elected July 12, 1989; August 24, 1991 regional committee was abolished); at the same time:

Many reformers in the Communist Party hoped that the arrival of Gidaspova not hold positions in the apparatus of the CPSU, will contribute to the restructuring of the Leningrad Party organization. However Gidaspov was close to the conservative part of the party leadership. Since 22 November 1989 he initiated a meeting with anti-perestroika slogans was organized, a report of which was shown on Central TV .

After the election of the Leningrad City Council in the spring of 1990 the power of the CPSU apparatus decreased, but has not lost in Leningrad. So, Gidaspov continued to be perceived as a foreign head of city officials. 
During the August 1991 coup in the local Emergency Committee Gidaspov was inducted as a member of the Military Council of the Leningrad Military District, no active action is taken. The criminal case, excited against him on August 26, was terminated on December 26 .
After August 1991, from political activity Gidaspov departed.
Other biographical facts
April 4, 2004 Gidaspov witnessed a traffic accident, which resulted in the Fontanka River down car with three people. 70-year-old Gidaspov threw himself off a bridge into the water and saved the drowning.
