Born in 1960 in the city of Nazarovo, Krasnoyarsk Territory. He graduated from the 8th grade in school Nazarovskaya 136, after which he entered the Nazarovsky Civil Engineering. December 7, 2003, Anatoly Petrovich was elected deputy of the Legislative Assembly of the Region, gaining 54.84% of votes.

In 2004, Anatoly Petrovich and his colleagues create an electoral bloc "With faith and hope!" to participate in the elections in Krasnoyarsk City Council.
