Born in Novograd Volyn, Zhytomyr region in a working class family. Ukrainian. He graduated from the school seven years, the Kiev newspaper college, in 1938 - the historical faculty of the Kharkov Pedagogical Institute. He worked as a high school principal in the village of Dubrovka Baranowski district of Zhytomyr region.

In June 1941, he drafted into the Red Army. In the battles of World War II in 1941. He fought in the South-West, Kalinin and 1st Baltic fronts. He was wounded three times. Member of the CPSU since 1942.

In October and November 1944, Major AT Burkovsky participated in the storming of Klaipeda, in the battle of Liepaja, Kurland to eliminate enemy forces. December 22, 1944 was seriously wounded.
