Alexander Plokhin born February 13, 1948 in Chernivtsi, Ukrainian SSR. In 1976 he graduated from the Moscow Higher Technical School named after Bauman, in 1980, became a candidate of technical sciences.

In 1990 Plokhin was elected to the Moscow City Council, where he headed a commission on fiscal policy of the city. He held this post until 1993.

During the preparation of the thesis Plokhin developed a program of technical support marketing strategies focused on priority segments of the market of consumers of banking services.
