Born August 9, 1945, Russian.
In 1970 he graduated from the Military Institute of Foreign Languages. In 1986 he held a refresher course in Urban Management Institute, in 1994 - in the USSR Academy of National Economy in Moscow. In 1996 he studied at the University of Hanyang in Seoul (South Korea).
After military service in 1980 came to work for the municipal authorities of Moscow. From 1980 to 1987 he worked first as an inspector, and later - deputy head of the regional executive committee of the Moscow Sokolniki. From 1987 to 1989 he was assistant to the chairman of the Moscow City. Then for 10 years was responsible for the development of external relations of the Moscow government, first as deputy head of the foreign relations, then - head of the department of international cooperation.
Currently - Mayor adviser on relations with the international business community.
Since 1998 head of the Executive Directorate of the Moscow International Business Association (MIBA).
Since 2002 - member of the Chamber of Commerce and Industry (CCI) of the Russian Federation.
A. Borisov is also president-founder of Rotary Club "Rossika" (Moscow), editor in chief of the metropolitan newspaper "Herald of the consumer", a member of the Presidential Council of the Association of Friends of France.
Professor of International Relations of the Academy of Russian encyclopedias.
He was awarded with orders and medals of the USSR, Chevalier of the National Order of Merit (France).
He speaks English and French.
He is married and has a son (1988).
