In 1985 he graduated from the Leningrad Order of Lenin and Red Banner of Labor State University named Zhdanov, Department of Archaeology.
In 1986 he organized the first legal independent public organization in the Soviet Union - a group of rescue of historical and cultural monuments of Leningrad, which included a number of actions carried out in defense of the architectural naslediyagoroda.
In 1990 he was elected a deputy of the Leningrad City Council, Chairman of the Standing Commission for the Conservation of the historic city center.
In 1994, 1998, 2002, 2007, elected as a deputy of the Legislative Assembly of St. Petersburg, the first, second, third and fourth convocations. He was deputy chairman of the permanent komissiipo Education, Culture and Science, chairman of the relevant committee for Culture and Cultural Heritage, was in charge of protection of cultural heritage. He was a member of the Committee on Legislation.
The author of the draft Federal Law "On objects of cultural heritage (monuments of history and culture) of the peoples of the Russian Federation" (the law came into force in June 2002).
In December 2011 he was elected to the Legislative Assembly of St. Petersburg of the fifth convocation. Deputy Chairman of the Committee on Municipal Services, Urban Planning and Land Affairs.
